This is a welcome study by a respected economist. Many such studies have confirmed that polices towards refugees, while varying from place to place, have mainly failed to promote integration and employment. Indeed many - and in my opinion the UK is a shameful example - have imposed what amounts to psychological torture on some of the worlds most vulnerable people. But the study, like many others, presumes more than it illuminates. It is as easy to propose policies that would do better as it is to agree that they are desirable. But two key questions arise: one - where is the political, moral and ethical conviction to implement these policies? and two - if implemented, would they work? I cannot answer the first; but there is a wealth of evidence - none reviewed in this paper, about the second.
