HI Brian, It might be useful for you to reference the work that you have been doing in Limerick Urban Regeneraton programme, overlapping with the overall evaluation that have just completed of service integration for these communities.
To give a little background:
Limerick City in Ireland is undertaking a major urban regeneration effort of its (very) disadvantaged communities. Part of the problem there has been very poor engagement between the city authorities/services providers with the communities themselves. There is a long history of mistrust, that the early stages of the regeneration process have (unfortunately) actually exacerbated that.
So the work that you have been supporting is to develop an enforceable 'Charter' between the community and service providers, that would clarify and codify the obligations on both parties, not just to be transparent and democractic, but also to actually create opportunities for co-planning, co-design and delivery of services etc. in the... hi Brian, found an interesting LLL project with the participation of Irish Exchange House, Dublin. In the framework of the TANDEM NOW project they have developed a mentoring program for the travellers community, which builds on the idea of role models.
From the description: "In many European countries migrant youths or young people from ethnic minorities do not have any role models in future-oriented fields throughout their job careers, neither within their families nor in their social contexts. If at all, they tend to take up traditional job trainings and jobs, as they and their families do not consider other options for various reasons.
Therefore it is considered crucial to offer youngsters mentors from their own ethnic communities who accompany them on their way to a successful VET and job career. Mentors are meant to support these youngsters as a role model in the education and training phase which is vital for their future career."

DISCUSS - The European Community of Practice on Lifelong Learning
We are beginning from the premise that building up social awareness, leeadership skills and the capacity for full civic engagement is a much more meaningful starting point. We have piloted such an apporach with the Traveller (nomadic) community in Ireland and are now considering expansion and involvement of other excluded groups and communities. I'm wondering if anyone has relevant past experiences or thoughts?
